This green tundra is the border of the Renegade's packland. It completely surrounds their territory, which is surprisingly big. The reason Jehuty chose it to be a tundra, is so that incoming canines can be seen a long ways off. Its safer, and garauntees that any newcomer will have a welcoming committee.
